Cheap auto insurance feels like a smart financial decision until you're standing at the scene of an accident trying to file a claim. This post breaks down what separates budget carriers from premium ones, and what that difference costs you when it matters most.
What Cheap Auto Insurance Actually Is
Budget carriers like Gainsco, SafeAuto, Dairyland, and Affirmative Insurance exist to serve one specific purpose: getting a driver legally on the road at the lowest possible monthly cost. They target high-risk drivers, drivers with recent accidents or violations, and drivers who simply can't qualify for standard market coverage.
Fred Loya sits just above this tier and is common in Texas. While technically a standard carrier, Fred Loya is known for aggressive claim handling, slower response times, and a higher rate of initial underpayment on repair estimates.
What all of these carriers share is a business model built around minimizing payouts, not maximizing coverage.

How Claims Work at Budget Carriers
Response time is slower: Budget carriers operate with higher claim volumes and leaner staffing than premium carriers. What takes a Progressive or USAA adjuster 24 to 48 hours to initiate can take a week or more at a non-standard carrier. Every day your vehicle sits uninspected is another day you're arranging your own transportation.
Initial estimates come in low: Budget adjusters are incentivized to close claims cheaply and quickly. The first estimate they offer almost never reflects the full scope of the repair. Hidden damage discovered once a vehicle is disassembled requires a supplement, and getting that supplement approved at a budget carrier takes significantly more documentation, more follow-up, and more time than at a standard carrier.
OEM parts are rarely approved: Premium carriers can be negotiated into approving OEM parts, particularly on newer vehicles or luxury models. Budget carriers default to aftermarket or recycled parts on every claim without exception. There is virtually no policy language or precedent to support an OEM parts request on a minimum-limit policy.
Total loss thresholds are applied aggressively: Because budget-insured vehicles tend to be older with lower market values, adjusters at these carriers will declare a total loss at a lower damage threshold than a premium carrier would. A repair that Progressive or Allstate would approve and pay for, a budget carrier may close as a total loss to eliminate the claim entirely. You receive a check for the vehicle's depreciated value and you're left finding a replacement.
Rental coverage is often absent: Premium carriers typically include rental reimbursement as a standard or affordable add-on. Budget policies frequently don't offer it at all, or cap it at a daily rate so low it doesn't cover the cost of a basic rental in Houston.
What This Means If the Other Driver Has Cheap Insurance
This scenario is where Houston drivers are most exposed. If someone with a Gainsco or minimum-limit Fred Loya policy hits your vehicle, you are making a third-party claim against their insurer. That insurer has every incentive to undervalue your repair, delay the process, and offer a fast low settlement to close the file.
If their property damage limit is $25,000 and your repair costs $32,000, the additional $7,000 either comes from your own collision coverage or out of pocket. If you don't carry collision coverage, you have limited options outside of small claims court or a personal injury attorney.
